Frank Brogan, former chancellor of the State System of Higher Education, will handle the duties of assistant secretary of Postsecondary Education for the U.S. Department of Education, the agency announced Wednesday.

In the role, he will oversee Higher Education Programs, the Office of International and Foreign Language Education and the Office of Policy, Planning and Innovation, the department said in a statement. Mr. Brogan will continue in his role as acting principal deputy assistant secretary of OPEPD overseeing the Department’s planning, evaluation, policy development, and budget activities.

The former chancellor is President Donald J. Trump’s nominee to be assistant secretary for the Office of Elementary and Secondary Education and awaits Senate confirmation.

Mr. Brogan announced his retirement in July from the State System just after a consultant delivered recommendations for overhauling the system of 14 state-owned universities, which have have struggled collectively with budgetary woes and enrollment losses.

The system enrolls about 102,000 students and in Western Pennsylvania includes California, Clarion, Edinboro, Indiana and Slippery Rock universities.

Prior to arriving in Pennsylvania, Mr. Brogan was Chancellor of the State University System of Florida and President of Florida Atlantic University. He also served as Lieutenant Governor of Florida.
